A powered hydro site starts with defined responsibilities. HydroColocate’s proposed scope covers plant and site control, site preparation and foundations, behind-the-meter power, the river cooling loop and a fiber route. The data center partner brings and operates the data center facilities, servers, network equipment, UPS and backup systems required by its design.
| Party | Scope |
|---|---|
| HydroColocate | Plant and site control; plant and site permits; site preparation and foundations; behind-the-meter power to an agreed connection point; metering; the river cooling loop and submerged heat exchanger up to the heat-transfer interface; fiber route and easements; site perimeter and access. |
| Data center partner | Data center facilities; IT equipment; UPS and backup as required; coolant distribution unit (CDU) and IT cooling loop; network equipment; operations. |
| To be agreed | Carrier contracts and backup grid service. |
A power profile, not just a nameplate rating.
The site package documents interval generation, seasonal constraints, outage history, station service, existing commitments and proposed metering. A candidate power block is evaluated against low-flow conditions and maintenance. Drought, forced outages, curtailment and backup arrangements must be addressed in the agreements. The generation profile is not an uptime guarantee.
The interfaces make the package usable.
The cooling envelope defines thermal duty, supply and return temperatures, flow, pressure and the handoff to the partner’s CDU. Site evidence covers the facility footprint, flood design, access and electrical connection point. Fiber diligence documents the route, easements and connection options; carrier service and route diversity require confirmation.
An approval path is part of the infrastructure.
Supplying electricity to a separately owned on-site partner raises state retail-supply, utility-status and service-territory questions alongside hydropower and interconnection obligations. Behind-the-meter wiring does not settle them. FERC’s co-location order preserves state authority over retail supply.
Site capacities are confirmed through diligence. Site packages are shared under NDA, with commercial structure documented in site and power agreements, defined for each site.
